Hiser was son of William Hiser Richardson and Sarah Goslin. He first married Melissa Arminta Elmore daughter of George Washington Elmore and Sarah Bussell. They had seven children from 1867 to 1879. Melissa had been previously married to Riley M. Richardson. Riley was killed in the war in 1864 at the battle of Dug Hill. Melissa and Riley had one son, Washington R. Mackey Richardson who Hiser raised as his own. After Melissa died, Hiser married Pheba Ann Richardson (no relation) - no issue. There are two groups of Richardsons that homesteaded on Mine Lick Creek. DNA has proven there is no connection between the groups.
Hiser was wounded by gunshot to right thigh in skirmish with the rebels at Bradyville, TN on 1 or 2 Mar 1863. D.C. Patton M.D. of Cookeville, Tennessee was with Hiser when wounded, conveyed him back to camp in the ambulance after the battle and was present when wound was dressed and attended him after the war. Admitted to No. 5 Gen Hospital at Murfreesboro, Tennessee 3 Mar 1863-24 Mar 1863 and then transferred to No. 2 Gen Hospital at Nashville.
Hiser and Melissa are buried in the Elmore-Richardson Cemetery near Baxter, Putnam County, Tennessee.
